Uroš Bulatović is a Montenegrin entrepreneur, policy advisor, and ecosystem builder with over a decade of experience in advancing youth entrepreneurship, SME development, and regional economic cooperation across the Western Balkans. He is the Founder and President of the Union of Young Entrepreneurs of Montenegro, a leading platform that has grown into a network of more than 250 members, actively connecting entrepreneurs, institutions, and international partners.
Through his leadership, Uroš has designed and implemented numerous programs supporting startups and SMEs, with a strong focus on access to finance, capacity building, mentoring, and market expansion. He has secured and managed multiple internationally funded initiatives aimed at strengthening entrepreneurial ecosystems and improving SME competitiveness in the region.
He brings strong hands-on expertise in marketing strategy and business development, working directly with SMEs on brand positioning, go-to-market strategy, customer acquisition, and sales channel development. His work includes designing practical growth frameworks for small businesses, improving their visibility in competitive markets, and supporting digital and traditional marketing execution. He has advised companies on market entry strategies across the Western Balkans, helping them adapt messaging, pricing, and distribution models to different regional markets.
A key part of his professional work is business matchmaking and deal facilitation. He has built a track record of connecting startups, SMEs, investors, distributors, and institutional stakeholders, turning strategic relationships into concrete business partnerships. This includes organizing B2B networking formats, cross-border cooperation initiatives, and sector-specific matchmaking sessions designed to generate measurable commercial outcomes such as distribution agreements, pilot projects, and co-investment opportunities.
As a consultant and mentor, he has directly supported hundreds of entrepreneurs and social enterprises, particularly those integrating sustainability and social impact into their business models. He has trained more than 2,500 young people across the region in business planning, innovation, finance, and entrepreneurial skills. Uroš is also a regional connector, having initiated cross-border cooperation between youth entrepreneur organizations in Montenegro, Serbia, Bosnia and Herzegovina, Croatia, and North Macedonia, and co-founding the International Alliance of Young Entrepreneurs Associations.
His institutional experience includes membership in the Competitiveness Council of Montenegro, the National Council for Privatization and Capital Projects, the Technical Committee for Standards Implementation, and various municipal commissions supporting entrepreneurship. He has been internationally recognized for youth empowerment and innovation leadership, including the Emerging Europe Award for Youth Empowerment and the Creators of the Century Award.
The EU – Western Balkans Business Council (EUWBBC) is an independent, Brussels-based association that supports companies and institutions engaged in – or interested in – economic cooperation between Western Balkans and the EU.
