Milica Abramovic

Currently serving as Head of Department for National IPA Programmes at the Ministry of European Affairs of Montenegro, she has built a distinguished career advising governments, coordinating with European institutions, and designing and overseeing complex EU-funded programmes. Her work has consistently contributed to advancing democratic governance, institutional reform, and EU enlargement in the Western Balkans.

Her professional journey spans some of the most influential institutions in the region — senior policy roles at the Prime Minister's Office and the Ministry of Foreign and European Affairs, diplomatic
experience at the Embassy of Slovenia in Montenegro, and advisory work with UNDP Montenegro, where she supported strategic programming, provided capacity building to state institutions and municipalities, and contributed to results-based management of EU-funded development initiatives.

A committed researcher and thought leader, Milica has written her master's theses on EU-NATO relations and the EU Green Deal in the Western Balkans, and contributed to a study supported by the International Višegrad Fund on EU regional policy. She is a PRINCE2 Practitioner-certified project manager and a proud alumna of the European Fund for the Balkans fellowship programme, which included a traineeship at the Italian Ministry of Foreign Affairs and seminars at the College of Europe in Bruges.

Underpinning her professional achievements is a robust academic foundation. Milica holds a Master of European Legal Studies from EIPA Luxembourg and Université de Lorraine (France), an MSc in International Relations from the Faculty of Political Sciences, and a degree in English Language and Literature from the Faculty of Philosophy, both at the University of Montenegro. A true polyglot, she communicates fluently in English, French, and Italian — and brings a genuinely multicultural outlook and sensitivity to every collaboration and dialogue she is part of.

With extensive networks spanning EU institutions, Western Balkans governments, and the UN system, Milica brings both strategic insight and practical experience to every initiative she engages with — combining institutional depth with a genuine passion for European ntegration and sustainable change.
