Teuta Beselica-Berbati is a senior international programme leader and governance expert with over 20 years of experience delivering complex, multi-donor development initiatives across the Western Balkans and international contexts. She currently serves as Executive Director of the Business Consultants Council in Kosovo, where she leads strategic efforts to strengthen institutional performance, workforce development, and public–private collaboration aligned with EU integration priorities.
Throughout her career, Teuta has managed multi-million-euro portfolios funded by major international donors, including the European Union, FCDO and UN agencies. She has a proven track record of leading large, multidisciplinary teams and delivering results in politically sensitive and post-conflict environments. Her expertise spans public administration reform, institutional capacity building, governance systems strengthening, and labour-market development.
As Founder and Director of Infinity Consulting, she has provided strategic advisory services and led implementation of regional programmes focused on rule of law, education, and public-sector modernisation. Her previous leadership roles with the British Council include directing flagship EU-funded programmes such as the Young Cell Scheme and regional initiatives supporting public administration reform and professional development across six Western Balkan countries.
Earlier in her career, Teuta served as Commercial Projects Manager at Kosovo Energy Corporation, where she established and led the commercial unit, managed high-value contracts, and strengthened corporate governance, procurement systems, and revenue generation strategies in alignment with EU standards. She also contributes to national sports governance as a member of the Executive Board of the Kosovo Olympic Committee, supporting strategic development and institutional strengthening within the sports sector.
Teuta began her career with UNHCR and other international organisations, contributing to post-conflict recovery, reintegration, and institutional stabilisation efforts in Kosovo and the region. She played a significant role in embedding sustainable change, advancing gender equality and inclusion, and fostering high-level stakeholder cooperation across government, donor, and private-sector actors.
She holds a Master of Science in Management and is a Certified Management Consultant (CMC). Speaking four languages, she brings strong diplomatic, leadership, and strategic management capabilities to advancing governance reform and development impact.
The EU – Western Balkans Business Council (EUWBBC) is an independent, Brussels-based association that supports companies and institutions engaged in – or interested in – economic cooperation between Western Balkans and the EU.
